Billing address drop down defaults to scrolled down

If you have a lot of billing addresses that create a scroll bar, the bar defaults to scrolled down, so your most frequently used addresses don't show up.

Yes, if necessary, this result is because we put hint as the last element and set it as selected when no billing address is selected.
