1. We have tablet representation on the waterfalls.
2. 9s are buggy and expensive to deal with right now
3. There may be other problems that I'm forgetting right now.
The biggest arguments I can think of for keeping the N9 around are:
* Additional 64 bit coverage
* Tablet coverage on L (N7v2 is on K)
Screen resolution doesn't seem to be a huge win, N7v2 is 1920×1200 and N9 is 2048x1536
The biggest arguments I cn think of for removing:
* They're buggy and can't be replaced
* Currently the android developer dashboard says 6.4% of users have "large" screens and 3.4% have "x-large", which doesn't justify two tablets on the waterfall IMO: https://developer.android.com/about/dashboards/index.html

CL is in review, will need to restart two masters before we reap.
I think if we are taking out a perf bot it will be nice to send a PSA to perf-sherrifs@chromium.org. Next sheriff will get a heads up when triaging data stoppage alerts.
