Support 420mpeg2 Y4M input in FileVideoCaptureDevice

ffmpeg can produce 420mpeg2 Y4M input and it should be supported in FileVideoCaptureDevice as it is another 420 format. See https://trac.ffmpeg.org/ticket/4231 for a related bug.
