Chrome Web Store In-app payment for Chrome Extension failing with 401 error

What steps will reproduce the problem?
(1) Install Annotate for Chrome (https://chrome.google.com/webstore/detail/annotate-for-chrome/clpoilnjjdbfjinifhmcfddhjgneajle)
(2) Click on the popup.html ('A' icon) and click "Go PRO - License Annotate PRO"
(3) On resulting page click scroll down to "License Annotate PRO" and click

What is the expected result?
Payment process through CWS

What happens instead?
Endless spinner. Inspecting the modal popup shows 401 authentication error (see screenshot). Unable to purchase a license.
