Quick swipe fails to un-hide shelf

Issue description

Chrome Version: 56.0.2924.26 dev
OS: Chrome

What steps will reproduce the problem?
(1) Use a Caroline (though this may repro on more devices)
(2) Hide the shelf
(3) Swipe up quickly from the bottom of the screen

What is the expected result?
The shelf is shown

What happens instead?
Shelf is not shown; instead touch events get passed to whatever app is open

Tested on the device, the quick swipe from the bottom of the screen works as expected: Shelf shows up. 
Close this issue. Feel free to reopen it if you still experience it.
