z-order problem? Was someone else working on Z-order?

The z-order issue I was aware of what fixed here https://codereview.chromium.org/2613903003 (3 days ago). Ria, are you still seeing the issue?

When the browser is unmaximized (even when it's large enough to cover where the bubble was supposed to be at), notification bubble and system tray bubble both work fine (system tray bubble works with this CL https://codereview.chromium.org/2615663002/). If the browser is maximized, notification bubble would show up, but clicking the widget again won't make it disappear (clicking elsewhere can make it dissapear); system tray bubble doesn't show up most of the time, and when it does show up, sometimes it doesn't disappear when click system tray widget again. I think this is about event dispatching?

It is working correctly now. Closing this issue.
