[USS] Write unittests to guarantee backwards compatibility with old client tag [hashes] for autocomplete

AutocompleteSyncBridge duplicates logic to create client tags with AutocompleteSyncableService. This logic needs to be backwards compatible, forever. We should take a few examples and put them in unit tests to verify we never regress/break old clients.
