MD hotdog menu button in webui settings stuck in "on" state after dismissing popup |

Issue descriptionChrome Version : 57.0.2957.0 OS Version: OS X 10.12.2 What steps will reproduce the problem? 1. To to a chrome://settings page with a hotdog button, e.g. chrome://settings/content/notifications?search=noti 2. Click it 3. Dismiss it, either by clicking outside the popup menu or by hitting esc What is the expected result? Button looks like it did before 2 What happens instead of that? It gets stuck in its highlight state, see screenshot. UserAgentString: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2957.0 Safari/537.36

[mac triage] taking out of the mac triage queue. I get this on Windows too, if I go to chrome://settings/content/notifications and click the "?" in a circle, then switch tabs back. chrome://settings/content/notifications otherwise seems pretty broken -- I don't have hotdogs but jigsaw pieces. On MD chrome://history I have hotdogs, but this doesn't repro there for me on either platform.

the empty icons issues is fixed (should be on newest canary or will be tomorrow) when a tab is made active (by switching back to Chrome as a platform window or moving to a different tab), it typically refocuses the previously focused control. not sure what we'd do to change that.
