Chrome Version : 57.0.2957.0

What happens instead of that?

It gets stuck in its highlight state, see screenshot.

[mac triage] taking out of the mac triage queue. I get this on Windows too, if I go to chrome://settings/content/notifications and click the "?" in a circle, then switch tabs back. chrome://settings/content/notifications otherwise seems pretty broken -- I don't have hotdogs but jigsaw pieces.

On MD chrome://history I have hotdogs, but this doesn't repro there for me on either platform.

the empty icons issues is fixed (should be on newest canary or will be tomorrow)

when a tab is made active (by switching back to Chrome as a platform window or moving to a different tab), it typically refocuses the previously focused control. not sure what we'd do to change that.
