Scrolling issue in chrome beta

Looks an awful lot like  issue 675343  but I don't see the "orange focus ring". OP is there a URL or site in particular that this occurs on? I can't repro this on any sites I tried.

Also, try disabling all the apps under Android's Accessibility Settings and see if that helps.
