Suddenly 'quota' equals 'usage' for navigator.storage.estimate()

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36 Steps to reproduce the problem: 1. Open console 2. type 'navigator.storage.estimate() 3. check the result in the resolved promise What is the expected behavior? that 'quota' should exceed 'usage', in fact up till last week it did (and by a large margin). What went wrong? 'quota' equals 'usage', and attempts to store data in SW cache fails. Did this work before? Yes I'm not sure, but if memory serves it did work in Canary of mid last week (it definitely worked the week before) Does this work in other browsers? N/A Chrome version: 57.0.2956.0 Channel: n/a OS Version: OS X 10.11.6 Flash Version: -
