Regression: Unnecessary scroll bar is seen for Auto fill dialog box in chrome://md-settings

Issue descriptionChrome Version: 57.0.2956.0 Revision 44dbd2f12ae5d6307b607f18fe2dd466d8a8fa38-refs/heads/master@{#439388} OS: Windows(7,8,10) Pre-condition: Change the browser language to 'Hindi' What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://md-settings/autofill (2)Click on 'Add address' link and open dialog box.(Kindly refer the video) (3)observe. Actual:Unnecessary scroll bar is seen for Auto fill dialog box. Expected:No such Unnecessary Scroll bar should be seen. This is a Regression issue broken in M-54,below is the Narrow bisect info: https://chromium.googlesource.com/chromium/src/+log/97a8ae930e6e19506bf99b14d82ee4644cd7b29c..e9b7184afd9ac616fafe276f3172307538a2ff97?pretty=fuller&n=100 Suspecting:r409669? Good build:54.0.2817.0 Bad build:54.0.2819.0 Note: Issue is not seen on Linux and Mac OS. Kindly help to re-assign if your change is not the cause for this issue.
