Remove unused categories from click based category ranker

Currently there is no way to remove a category data from prefs except clearing all the data. If we start using remote categories more often, we may have a lot of garbage there. Thus, the categories must be cleaned up occasionally. 

One way would be to store a timestamp of last AppendCategoryIfNecessary for each remote category and remove ones older than X (e.g. one month).

Decreasing priority (after discussion with tschumann@). It is ok to do this in M58, because this is only 6 weeks difference and we are not going to have zillions of categories.

Hi Vitalii, this issue is marked as P1 targeting M58. It looks like this is not really urgent though, it's cleanup. Can it become P2 or P3 and the target milestone removed?

The ranking should be disabled in Chrome Home, thus, there is no point to improve it now (unless Chrome Home plans change).
