Make click threshold in click based category ranker adaptive to the usage.

Currently the click threshold is hardcoded, but this may work badly for extreme cases (e.g. suggestions are used very rarely and very often).
Instead it should be based on a usage (e.g. somehow depend on an average weekly click count).

This is rather speculative. Let's see if we can identify this being a real problem first by using the simple feature.

The ranking should be disabled in Chrome Home, thus, there is no point to improve it now (unless Chrome Home plans change).
