Regression : Text overlaps vertical scroll bar in 'Performance' section of devtools.

Issue descriptionVersion: 57.0.2956.0 44dbd2f12ae5d6307b607f18fe2dd466d8a8fa38-refs/heads/master@{#439388} (64-bit) OS: Mac OS X(10.11.6, 10.12.1) What steps will reproduce the problem? 1. Launch chrome and navigate to NTP and open devtools. 2. Now go to 'Performance' section and click on 'Record' button twice such as some time readings appear in 'interactions' row. 3. Now press 'Esc' key to open console drawer and drag it upwards to interactions and observe vertical scroll bar Actual: Text overlaps vertical scroll bar Expected: Text should not overlap vertical scroll bar This is regression issue, broken in ‘M 49’ and below is manual regression and narrow bisect info: Good build : 49.0.2586.0 Bad build : 49.0.2587.0 Narrow Bisect info : https://chromium.googlesource.com/chromium/src/+log/6f9d55e0e902b20bcb8a38be6721f498a2a973ab..990e693cd5eece2e7a92007281b8e14ce2feec0a?pretty=fuller&n=100 Suspecting: r364019 from Narrow bisect @paulirish : Could you please help to reassign if your change is not the cause for this change.
