Regression: Cursor in text field is not seen for 'Network' section of dev tools.

Issue description

Chrome Version: 57.0.2956.0 Revision 44dbd2f12ae5d6307b607f18fe2dd466d8a8fa38-refs/heads/master@{#439388}
OS: Windows(7,8,10),Mac(10.11.6, 10.12.1, 10.12)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and navigate to 'Security' section.
(2) Reload the page,click on link under 'Overview' and then click on 'View request in network panel'.
(3) Observe cursor in text box.

Actual: Cursor in text field is not seen in Network section.

Expected: Cursor in text field should seen in Network section.

This is a regression issue, broken in 'M-57', will soon update the other info:

Good Build: 57.0.2750.0
Bad Build: 57.0.2751.0

Using the per-revision bisect providing the bisect results,
Good Build: 57.0.2950.0 (Revision : 4380110)
Bad Build: 57.0.2951.0 (Revision : 438385)
You are probably looking for a change made after 438363 (known good), but no later than 438364 (first known bad).

Tested the issue on Latest Canary# 57.0.2972.0 on Windows, Mac and Linux and could not reproduce the issue.
Marking the issue as Won't Fix, please re-open if that might not be the case.
