[SPv2] Support composited SVGs |

Issue descriptionThis is a meta bug for tracking & discussing implementation for SVG compositing. Some background: The old-world compositing (including SPv1) never supported SVG compositing because SVG layout objects (except LayoutSVGRoot) can't have PaintLayer. When there are embedded <foreignObject> that are composited, the composited foreign objects will be extracted from SVG, painted on top of other contents, ignoring any enclosing SVG effects. For SPv2 we will have the architectural flexibility to support composited SVGs. At the time of writing, some simple SVG effects worked unexpectedly due to an optimization "compositing display item folding", which will be soon disabled by https://codereview.chromium.org/2580143003/ . We will re-implement SVG effects in effect nodes, with the exception of SVG filters (which is hard and I'll explain in a separate bug crbug.com/675246 ).

There's no way to carry starts over, unfortunately. Highly stared issues are getting more attention though, so related bug with lots of stars will influence this one regardless of how many stars it has itself.
