https://codereview.chromium.org/2575323002/ adds DataReductionProxyServer class to the DRP codebase. The methods in DRP_configurator and other classes in DRP should transition to storing and using DataReductionProxyServer objects instead of net::ProxyServer.

The net::ProxyServer objects should only be used when interfacing with net/.
