Unable to Inspect Network Elements on Webpages

Project Member Reported by briwatt@google.com, Dec 19 2016

Issue description

Chrome Version: (copy from chrome://version) 55.0.2883.87 (64-bit)
OS: (e.g. Win7, OSX 10.9.5, etc...) Linux

What steps will reproduce the problem?
(1)Right click on any webpage and select "Inspect"
(2)Select Network tab

What is the expected result?
Network activity is supposed to load and be displayed.

What happens instead?
Inspect window times out and all of Chrome goes gray. Chrome prompts to force quit or wait for the page to respond. Issue started when started running local server on machine.

Steps taken to try and resolve the issue:
Un-installed google-chrome-stable, re-installed google-chrome-stable.
Issue persists in both regular Chrome and incognito windows

This may be due to a bug that was resolved that had to do with service workers. Can you try on Canary to see if it still exists?

(-Restrict-View-Google since it does not have any google sensitive data.)
