Chrome won't stay hidden when an extension sends a notification

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36

Steps to reproduce the problem:
1. hide chrome w. cmd-H
2. email comes in and triggers notification from Checker Plus extension
3. chrome pops up visible again

What is the expected behavior?
It should stay hidden until I unhide it. 

What went wrong?
it didn't stay hidden

Chrome version: 55.0.2883.95  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 24.0 r0

Reproducible on stable 55.0.2883.95, but seems to have been fixed in Canary 57.0.2956.0, with the following repro steps:

1. Navigate to https://jsbin.com/facuvovoki/edit?html,js,console,output
2. Allow the notification permission request.
3. Click "Notify me!" in the JSBin.
4. Press Cmd+H to hide Chrome.
5. Wait 5 seconds for the notification to appear.

Bisect shows it was https://chromium.googlesource.com/chromium/src/+/a8cad7b0b4254bec43a95c58509f636236b262f2, marking as duplicate of 653266.
