Overlay scrollbar flashing while resizing window

Chrome Version: Version 56.0.2924.28 beta (64-bit)
OS: Linux

What steps will reproduce the problem?
(1) enable overlay scrollbars
(2) resize window from not need scrollbar to need scrollbar
(3) keep resizing slowly

What is the expected result?

I am not sure.

What happens instead?

Scrollbar flashing.

We set Opacity to 1 when ScrollUpdate(resize) but not actually show. And I can repo this in newest code.

This issue fixed in latest build.

Note for posterity: the fix for  issue 704656  is the likely fix.
