Some loaded (and evaluated) sources are missing from the Sources panel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
I first noticed it with an OTRS demo page.
1. Go to http://itsm-demo.otrs.com/otrs/index.pl?Action=Login&User=changemanager-E&Password=otrs12
2. Click on CMDB.
3. Click on Overview.
4. Click on the first record.
5. Click on Edit.
6. Open the Developer Tools for the popup.
7. Go to the Sources panel.

What is the expected behavior?
Have otrs-web/js/js-cache/CommonJS... in the navigator.

What went wrong?
It does not exist.

Did this work before? Yes 53

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

The issue is somewhat sporadic, I cannot reproduce it now, but I reproduced it with some other website. But when it happens, it continues this way across sessions.

I think it might be a regression, because I do not remember experiencing this before. It happened when I investigated  issue 668524 .

What bothers me the most is that it was not even a dynamically loaded script - it was right there, as a <script src> in the original source code of the page and the Developer Tools still did not show it.
Searching for stuff using Control + Shift + F does not find anything within the missing scripts when it happens, however, stepping into code that exist in the script suddenly reveals the script.

My issue was merged, but I experienced this even after a reload.

Sorry, but it is not the same issue, in my opinion. I am re-opening this.
It happens even when the Developer Tools feature is open and the page is reloaded and the script is not dynamically loaded - it is in the original HTML source code. No reason for the Developer Tools feature to exclude it, it is a serious bug.

The original page is no longer accessible (I will try to re-gain access soon), but it happened on other pages as well anyway.

I just tried the link in the description, but got a "Login failed! Your user name or password was entered incorrectly." error, so I could not reproduce.  Would it be possible for you to find another repro or make one?

Able to reproduce the bug on 53.0.2785.0 and 58.0.3014.0 with the url:
http://itsm-demo.otrs.com/otrs/index.pl?Action=Login&User=changemanager-E&Password=otrs123

kozy@, if a script is included inline with <script src=""> tag, can it still be collected?  If so, there's not much we can do.

#3 - collected even if the Developer Tools feature is active and then you reload the page?! That sounds like a design issue, then.
Note that if you place a breakpoint at a line in the HTML that calls a function from the missing script and step into it, the script gets added. So I am not sure what collection means here, exactly, since the script is still there somewhere in the memory, just not in the navigator (and thus you cannot go to it using Control + O and similar).

I believe that this one should be fixed in latest Canary. If it still reproducible please comment this bug.
