CTRL+SHIFT+B should focus bookmark submenu in toolbar

Project Member Reported by chaok@google.com, Dec 19 2016

Issue description

Chrome Version: 57.0.2953.0
OS: Win10
Screen Reader: NVDA 2016.4

What steps will reproduce the problem?
(1) Using above, CTRL+SHIFT+B

What is the expected result?
bookmark submenu in toolbar to be focused, so screen reader user knows that the bookmark bar is shown, and is able to access it

What happens instead? Silence, so user has to know to press F6 to cycle to toolbar, where focus does eventually land on bookmark submenu

Note: If bookamrk bar is hidden via ctrl+shift+b, focus should go to the webview

Summary: CTRL+SHIFT+B should focus bookmark submenu in toolbar (was: CTRL+SHFIT+B should focus bookmark submenu in toolbar)

There is another shortcut Alt+Shift+B which does focus the Bookmarks bar. So perhaps what needs to be done is for Ctrl+Shift+B to show the bookmarks bar if it's hidden and then execute the same action as Alt+Shift+B.
I am not sure if everyone who works on Chrome will agree with this behavior though.

So the bigger issue here seems to be that we aren't announcing that the bookmarks bar is showing when pressing Ctrl Shift B. I don't think that focus should move there when pressing that keystroke though, as that is what Alt Shift B is for.

CTRL + Shift + B toggles showing the bookmarks bar and hiding it. JAWS just says CTRL + Shift + B and never announces either state. NVDA doesn't announce anything after each state change.

Bug: Pressing ctrl+shift+b when the bookmark bar is focused causes focus to be lost when the bar is hidden.

Bug: Screen reader users don't know when the bar is shown or hidden with ctrl+shift+b.

Feature request: Alt+shift+b does nothing when the bookmarks bar is hidden. It should show and focus the bar.

Suggestion: There are a limited number of hotkeys available. Consider merging these two functions as a solution for screen readers not announcing the show/hiding of the bar.
