Disable multi-login for Chromad v1

Issue description

Ensure that two users can't be logged in at the same time.  (See also http://www.chromium.org/administrators/policy-list-3#ChromeOsMultiProfileUserBehavior.)
 
Status: WontFix (was: Assigned)
Does not work, cause AD users are not the regular ones. As long as we don't mix Google and AD accounts on one device - this would work automatically.

Could we make it an explicit condition that Chromad does not allow multi-login?  We depend on it for security, so I'd try to ensure that it doesn't break accidentally.
