Regression: Blank page is seen after clicking on added exception in chrome://md-settings/content

Chrome Version: 57.0.2956.0 (Official Build) 44dbd2f12ae5d6307b607f18fe2dd466d8a8fa38-refs/heads/master@{#439388}-32/64 bit
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1) 

Pre-condition: Enable Site settings with All sites and Site details from chrome://flags

Steps:
1. Launch Chrome and navigate to chrome://md-settings/content/cookies
2. Add any exception under 'Block/Allow/Clear on exit',then click on added exception and observe

Actual: Blank page is seen after clicking on added exception i.e Allow/block drop down, Clear and reset link button,etc are missing

Expected: Blank page should not be seen after clicking on added exception.

This is a regression issue broken in 'M57' and below is the manual regression range:

Good Build: 57.0.2953.0
Bad Build:  57.0.2954.0

Using the per-revision bisect providing the bisect results,
Good Build: 57.0.2953.0 (Revision : 438989)
Bad Build:  57.0.2954.0 (Revision : 439279)

You are probably looking for a change made after 439242 (known good), but no later than 439243 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Seems like this is due to you have the chrome://flags#enable-site-settings flag enabled
