Regression:Unnecessary focus appears on radio button even if encryption options is disabled.

Chrome Version:57.0.2956.0 (Official Build) 44dbd2f12ae5d6307b607f18fe2dd466d8a8fa38-refs/heads/master@{#439388} (32/64 bit) 
OS:Windows (7,8,10),Mac (10.11.6,10.12.1), Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and login into browser with valid credentials having passphrase.
(2)Navigate to chrome://md-settings/ , click on 'sync' option
(3)Under 'encryption options' click on "all data was encrypted...." option/radio button,observe.

Actual: Unnecessary focus appears on radio button even if encryption options is disabled.

Expected: Focus should not appear if encryption options is disabled.

This is a regression issue broken in 'M53' and below is the manual regression range:
Good Build: 53.0.2748.0
Bad Build:  53.0.2750.0
