Regression: Scrollbar is seen behind the overlay in chrome://md-settings/content page

Issue description

Chrome Version: 57.0.2955.0/9100.0.0 dev-channel Daisy,Jerry,Zako and Parrot
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now go to chrome://md-settings/content page
(2)Select any option(For Ex: select 'Cookies')->Now click on Back arrow to navigate again to chrome://md-settings/content page and observe Scrollbar behind the overlay(Please refer Video)


Expected: Scrollbar should not be seen behind the overlay
Actual: Instead Scrollbar is seen behind the overlay

This is Regression Issue as same is working fine in 56.0.2924.27/9000.28.0 Beta channel Peppy.

Note:
1.Issue is seen for 1366*768 screen Resolution
2.Issue is not applicable to Linux and Windows

At best this is a P2.

I can not reproduce this on 57.0.2951.0 on samus at any resolution.

I also can not reproduce this on tot (57.0.2966.0).

If it can still be reproduced, please re-open this and assign back to me, I will find someone with access to one of the listed devices to test and investigate.

Issue is reproducible on 57.0.2965.0/9130.0.0 dev-channel Kip,attaching Screen cast for reference.So re-opening this Issue

Michael, I seem to recall a similar issue that I sent your way, but maybe I am misremembering? Regardless, any thoughts here?

I dunno what the issue is here. Between neon-animated-pages and the web-animations-js polyfill ticking every requestAnimationFrame, this is hard to debug. It's weird that it only happens when moving left, not right.

If anyone wants to take a stab at this, some repro/debugging tips:
* shrink the window width, so the scrollbar appears earlier
* set animation speed to 25% or 10% in devtools>more tools>animations
* setting the <settings-section> to overflow: hidden "fixes" this, but breaks the shadows (and probably other things)

I can produce this on Linux at least also, although less regularly. I suspect this is not CrOS specific.

This should no longer be an issue, since page/subpage animations have been removed. See  issue 907333 .
