Camera light stays on even when user mutes the video camera

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.28 Safari/537.36

Example URL:
Bluejeans WebRTC meeting

Steps to reproduce the problem:
1.Start the webrtc meeting via chrome by connecting logitec C170 camera  
2.Once the user joins the meeting , mute the video 

What is the expected behavior?
Once the user mutes the camera , then camera light should go off and camera feed should stop

What went wrong?
Camera feed will stop , but camera light will remain on .

Did this work before? N/A 

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? N/A

Chrome version: 56.0.2924.28  Channel: beta
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Contents of chrome://gpu: 

It happens only with Logitec C170 cameras.Works fine with other camera.

Issues is also observed on the stable and canary version of the browsers

I tried with a Logitech C930e and I get the same behavior.
I don't know if this is by design, bug if I had to guess I would say that this is intended behavior.

Closing, since this is intended behavior. Also, I could reproduce on Mac and with other camera models.
