Emoji & HW panel can not be opened with clicking its icon in Opt-in menu when switch to Japanese input

Platform 9101 clapper 
Firmware Google_clapper 5216.199.7

REPRO STEPS 
1.Check <Show input options in the shelf> in Language setting page
2.Switch to Japanese input (for us or for japan)
3.Open Opt-in input tools menu 
4.Click emoji or hw icon 

Actual:
Emoji or Hw panel can not be opened

Note:
Voice input layout can be opened

This bug repos when 'On-screen keyboard' is not enabled. 
If enabling 'On-screen keyboard' in A11y settings, it doesn't repo.
