Opt-in menu always display the first five input tools screen ,can not scroll to next input tools page with pressing shortcut key switching

REPRO STEPS 
1.Check <Show input options in the shelf> in Language setting page
2.Open Opt-in input tools menu 
3.Press ctrl+shift+space to switch input tools  one by one
4.Switch to non-first screen input tools 

Actual:
Selected input tool can not display in the opt-in menu , opt-in menu always display the first file input tools name ,can not scroll to next screen ;

When showing IME list view (opt-in IME menu or system IME menu), scroll
the list content to make the current selected IME/input tool visible.

This CL only makes it scroll with opt-in IME menu.
