FEAT REQ always show drawer tabs even when drawer closed

Steps to reproduce the problem:
1. open the devtools

What is the expected behavior?
devtools drawer easily discoverable.

What went wrong?
unless I know the shortcut or open the devtools menu, I have no idea about the drawer

Did this work before? N/A 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

showing the drawer tabs at the bottom of the devtools (in all tabs) won't take much space but will have a big impact on discoverability and accessibility
