FEAT REQ drawer tabs improvements

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. open the devtools
2. open the drawer (press esc)

What is the expected behavior?
1- all tabs should be visible by default (history, animation...)
assuming (1) is true, we have 2 options:
1.a - we make them unclosable and remove the drawer menu button (my personal preference)
1.b - we leave them closable (but show new tabs by default)

What went wrong?
only console is opened by default
to open other tabs (or know about them in the first place, specially if new ones are added) I need to open the drawer menu and click on each one (about 8 times!)

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

maybe this has something to do with performance. if this is the case, we can show ONLY tab titles by default and load the tab code on click

Thanks for the feature request.  I'm merging this with your other crbug, because it seems the core issue is the same: drawers could be more discoverable.

A CL is in the works to materialize tab contents on click, so performance shouldn't be an issue with keeping it open.  We can investigate your suggestions.
