Profiles beyond the height of window not accessible

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/55.0.2883.87 Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Have a window with less height than the menu from right-click profile name in upper right BUG Entries beyond the height of the chromium window are out of view and cannot ben made visible What is the expected behavior? All profiles to be reachable, especially Manage People entry What went wrong? Profile menu is not scrollable and Manage People is at the bottom, out of view Did this work before? N/A Chrome version: 55.0.2883.87 Channel: stable OS Version: Flash Version: a. Put manage people at the top b. Have a keyboard accelerator for manage people c. make profile menu scrollable when it does not fit vertically

GETAROUND Because Manage people is the last menu choice, it can be selected blindly: In Chromium window, click profile name control in upper right press up, up, enter [up is the up arrow on the keyboard] - a detached window titled Chromium appears containing clickable icons and names of all profiles

Able to reproduce the issue on Ubuntu 14.04 using 55.0.2883.87 and latest 57.0.2957.0. This is a non-regression issue since 40.0.2214.111. Note: Its working fine on Mac 10.12.2 and Win 10, where the profile chooser pop-up is seen completely to select any profile.

Mihai: I think there is an open bug to make it scrollable (if the user has a LOT of profiles) but I couldn't find it.
