Issue is reproducible on Win 10,Ubuntu 14.04 and Mac 10.12.2 using 55.0.2883.87/95 and canary 57.0.2955.0. This is a non-regression issue since 32.0.1652.0.

First, this bug definitely does not pertain to drag and drop. The Facebook share pop-up is its own window, not a DOM element being shared. After playing with the share UI for a bit, I concluded that the "flickering" is deliberate -- when the window is dragged off screen, it is repositioned in such a way that it's all contained on the screen. This issue shows up on other sites (I tried the first hit from Google News) that use Facebook sharing. I'm guessing this is implemented in Facebook's SDK [1]. Can you please raise this issue with Facebook? I'm almost certain that it's a behavior they implemented in their JavaScript. If this is a Chromium problem, I'm willing to reopen this bug. It'd be nice to get un-minified code, or (even better) a reduced test case. Thank you for bringing this issue to our attention, and sorry this isn't the resolution you were hoping for!
