MD Settings: click targets smaller than pointer suggests

1. Open Autofill section (chrome://md-settings/autofill)
2. Move cursor toward "Add address" or "Add credit card". When the cursor becomes the "pointer" icon, click.

Nothing happens -- you have to click directly on the text of the link to launch the dialog.
