Steps to reproduce the problem:
1. disable plugin adobe
2. close chrome/launch chrome
3. adobe plugin is enabled !!
4. clic to run not work, all flash run automaticaly

What is the expected behavior?
must keep my choice: disable Adobe plugin
and use clic to run (I set it)

What went wrong?
Chrome force enable Adobe Flash,
Chrome not use clic to run

Very bad to reduce security by autorise all flash in all website! and not use my choice
