Using a Nexus 4 with Chrome 55, I couldn't reproduce the issue. Can you give more context in order to reproduce the bug? Also, if you could record a video of the bug it would be super helpful :)

It's only on desktop. I tried incognito mode with the Chromebook and it happens there too

I see. This is a layout: either YouTube has a bug or Chrome introduced a bug that made this happen. Do you know if the issue happens in other versions of Chrome?

eae@ this is either a Layout/style bug or a YT bug. These controls are not Blink controls and the playback doesn't seem to stop (based no the recording).
