Quick IME make chrome <-to-> chrome windows switch fail

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. two windows can type english and can switch to orther chrom windows 2. enable Quick IME is opening and in a inputing somethink 3. switch to orther chrom windows will get back the windows(always on top if no disable Quick IME) 4. the background typeing windows is also can continue to type but will get the top "chrome windows" block.. 5. disable Quick IME will normal What is the expected behavior? What went wrong? fail to chrome <--> chrome windows switch Did this work before?
