ARC++ Kiosk: Not possible to launch ARC++ apps offline (No "Apps" list)

Issue description

ChromeOS Version: M-56 Dev, build 9000.30.0, chrome 56.0.29.30
Device:  Veryon-Fievel

What steps will reproduce the problem?
(1) Enterprise-enrolled the device to the managedchrome.com domain, and assigned it to the "testorg-poromov" Org. Unit.
(2) By chance my Wifi connection was temporarily unavailable (the Fievel has an ethernet cable attached as well, but it is Rarely able to get an IP address.  See Issue 648809).

What is the expected result?
Traditional chrome kiosk apps are force-installed on the device, and able to be launched in kiosk mode even when no network connection is available.

What happens instead?
The "Apps" list on the launch bar does not show up until a network connection is made.

My device had previously installed several Android apps (Showpad, Evernote, Youtube, etc.), and while it is likely those apps would complain about not having a network connection, was there an intention that ARC++ apps be allowed to launch off-line?

This is a very strange bug as ARC++ kiosk apps are surely should appear in "Apps" list together with Chrome kiosk apps as adding them there happens simultaneously as soon as new policy is received.

The only stuff that can block them is something like http://crbug.com/678846

Were the apps added as soon as connection restored?

Once the device gets a network connection, then "Apps" shows up on the launch bar.
