FEAT REQ link un-attached devtools to their tabs

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1.open 2 or more tabs
2. for each tab open and detach the devtools
3. if i switch browser tabs the devtools window for the active tab is not activated

What is the expected behavior?
check the attached video

What went wrong?
this is annoying specially if I have many open (which I usually do!)

Did this work before? N/A 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

We had a similar feature request from another user. What do you think about the solution proposed in: https://bugs.chromium.org/p/chromium/issues/detail?id=630207
we have the same problem but i think we thought of different fixes.
any solution is better than nothing, but in my opinion making "auto activate detached devtools"  an option in the dev tools is the best way because 99% of the tine i will want to look at the already open instance of devtools for the tab I'm looking at right now. 
maybe a shortcut is also useful. 

I will follow the referenced issue and it's up to you to merge this one to it or the otherway around if they like
