1) we need to show both scrollbars when either scroll position changes (not just the one that changed)
2) we need to show the scrollbars when you roll the mouse wheel, even if there's no vertical scrollbar or there is but its position doesn't change (otherwise you'll likely never be able to see the horizontal scrollbar)
