Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Go to a command prompt. 2. Run C:\Progra~2\Google\Chrome\Applic~1\Chrome.exe 3. Chrome loads, but... What is the expected behavior? Chrome should load normally. What went wrong? Chrome loads with a dark-gray background and a sad face in the tab. Did this work before? Yes Everything prior to 55.0.2883.87 Chrome version: 55.0.2883.87 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 24.0 r0 We have a process that launches Windows Chrome from a command line using the short path -- C:\Progra~2\Google\Chrome\Applic~1\Chrome.exe -- and this has stopped working with the latest Chrome release. Chrome opens but with a dark grey background and a sad face in the tab. If we use the long file path, not the 8.3 names, it loads properly, but unfortunately we can't do that. Also, if there is already a running instance of Chrome then it loads properly but we can't count on that being the case. This worked up until the 55.0.2883.87 release. Any thoughts?

Unable to reproduce this issue on Windows-10 using chrome latest stable M55-55.0.2883.87. Able to launch chrome from command prompt normally and observed no issues. Could you please follow the below steps to solve this issue. 1. Uninstall any recent programs, especially programs with names you do not recognize. Some malicious programs may intentionally cause conflicts in Chrome. Try the Chrome Cleanup Tool.(https://www.google.com/chrome/cleanup-tool/) 2.Create a new user profile. 3.As a last try uninstalling Chrome completely and reinstalling Chrome. Thanks!
