Adobe Flash Player re-enables on restart

Issue description
Chrome Version : 56.0.2924.28 (Official Build) beta (64-bit)

Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox:
IE:
What steps will reproduce the problem?
(1) Go to chrome://plugins/
(2) Disable Adobe Flash Player
(3) Restart browser
(4) Go to chrome://plugins/
(5) Adobe Flash Player is enabled again
What is the expected result?
Adobe Flash Player should stay disabled, it did a few versions ago.
What happens instead?
Adobe Flash Player gets re-enabled after restart.
Please provide any additional information below. Attach a screenshot if
possible.
Installed on Arch Linux via https://aur.archlinux.org/packages/google-chrome-beta/
