Steps to reproduce the problem:
1. open page with flash

What is the expected behavior?
-not change my settings for plugins: Flash disabled; must stay disabled after update!
-display message to right clic to run, before launch Flash.
-can use flash for website require it, or prefer it to add more functionality.

What went wrong?
1/Chrome enable flash plugins with update (previous update Flash plugin are always disabled).
2/Flash started when load page (setting is: request before run flash! it's not respected)
3/Can use flash, when website can use HTML5.. but with HTML5 can't play h265,mkv file, change audio source... (example with DSM Synology). Same if set flash to always run in this site.

Very big regression!
Before I just use Chrome with plugin flash disabled, and enable it when requested.
