PaymentRequest be more strict as to what phone numbers are valid

We currently use the Android PhoneNumberUtils.isGlobalPhoneNumber which has a very loose sense of validity. For example "55" is considered valid.

We could use libphonenumber to determine if the phone number is valid based on the country.
