PaymentRequest pass raw phone number to merchant

Issue description

Example:

For (123) 456-7890 we would send 1234567890 to the merchant.

I think that the "+" sign has an important meaning when present, so I suggest that we keep that one.

For +1 (123) 456-7890 we would send +11234567890

W3C approved the use of E.164 format for phone numbers:
