Currently we set it based on whether the navigation was created following a call to Navigator::LoadEntry or following an IPC from the renderer. But navigations that follow the Navigator::LoadEntry can actually be renderer-intiated if they were triggered by a OpenURL IPC. SafeBrowsing expect those to be marked as renderer-intiated (and they are in the current implementation).
