Extract common compile targets for ChromiumOS code search builders

The ChromiumOS builders should use the same compile targets as a builder on the main waterfall to increase the likelihood of compile success.

https://chromium-review.googlesource.com/c/421506 changed the ChromiumOS buidlers to use a list of compile targets temporarily copied from one of the Linux builders. The list of compile targets should be retrieved programmatically from the chromium_tests recipe module instead.
