Regression:[DevTools] Webpage content is not seen on transform layer under 'Layers' section.

Issue description

Chrome Version: 57.0.2953.0 (Official Build)5cc5609d072e90e2b1fe5d9de04bf00d45c5a5c6-refs/heads/master@{#438989} 32.64-bit.
OS: Windows (7,8,10).

What steps will reproduce the problem?
1. Launch chrome, go to chrome://md-settings page and then open 'DevTools' window.
2. Go to 'Layers' section from 'Customize and control DevTools' menu list.
3. Now, observe the transform of 'Settings' page.

Webpage content is not seen on transform layer.
Webpage content should be seen on transform layer.

This is a regression issue, broken in M-57 series, will soon update other info.

This issue is also reproducible on Mac and Linux OS.

Below is manual regression range.

Good build: 57.0.2952.0
Bad build: 57.0.2953.0

You are probably looking for a change made after 438874 (known good), but no later than 438875 (first known bad).

This is now correct behavior - you're seeing the "slow scroll rects".  Disable the "show slow scroll rects" checkbox to see the content.  sunyunjia's change just fixed a bug here where these rects weren't working when the machine had no touch screen.  You can reproduce the same behavior before her change on a device with a touchscreen or by enabling chrome://flags#touch-events.
