Regression: Unnecessary two scrollbar is seen for editable code area for CSS3 3D Transform demo.

OS:Windows (7,8,10),Mac (10.11.6,10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to http://www.tutorialspark.com/css3/CSS3_3D_Transform_transform-origin_Demo.php
2. Observe.

Actual: Unnecessary two scrollbar is seen for editable code area.
Expected: Only one scrollbar should be seen.

This is regression issue, broken in 'm 53' and below is narrow bisect:

Status: WontFix (was: Assigned)
This was due to an intentional change to match how we size shrink-wrapped elements with scrollbars to better match other browsers.
