Regression : Picture preview is seen Missing on second time navigating to chrome://md-settings/changePicture page |

Issue descriptionChrome Version: 57.0.2952.0/9090.0.0 Falco,Paine and Gnawty OS: Chrome What steps will reproduce the problem? (1)Sign in to user -> Go to chrome://md-settings page (2)Now click on profile icon under 'People' to navigate to chrome://md-settings/changePicture page -> Now Observe picture Preview is available (3)Click on back arrow to navigate to chrome://md-settings page -> Again click on profile icon and now observe for Picture Preview (Please refer Video and screenshot) Expected: Picture preview should be seen on Navigating to chrome://md-settings/changePicture page Actual: Instead Picture preview is seen Missing This is Regression Issue as same is working fine in 56.0.2924.27/9000.28.0 Beta channel Peppy. Note: Issue is not seen in Chrome://settings page
